Dr. Bayo Ojulari, the New Chief Executive Officer of NNPC

President Bola Tinubu has appointed Bashir Bayo Ojulari as the Group Chief Executive Officer (GCEO) of the Nigerian National Petroleum Company (NNPC) Limited. This announcement, made on April 2 by presidential adviser Bayo Onanuga, follows a significant restructuring of the board, resulting in the removal of NNPC’s chairman, Chief Pius Akinyelure, former GCEO Mele Kyari, and other members who were appointed in November 2023.

Ojulari, an experienced professional with over three decades within the industry, is expected to commence his role immediately. His appointment arrives at a pivotal time for NNPC, as the organization navigates ongoing energy reforms, production challenges, and broader economic strategies within Nigeria.

Bayo Ojulari: Early Life and Career

Bayo Ojulari was born and raised in Nigeria, where his ascent to a leadership position within the petroleum sector commenced at Ahmadu Bello University, where he obtained a Bachelor of Engineering in Mechanical Engineering in 1989. This educational background established the foundation for a career characterized by technical proficiency and strategic leadership in oil exploration, production, and energy management.

Upon completing his degree, he began his professional journey as a Fields and Process Engineer at Elf Petroleum Nigeria in 1989, acquiring practical knowledge in production systems and operational efficiency. His technical capabilities quickly led him to a position at Shell, one of the leading global oil corporations, where he spent the subsequent 24 years further developing his expertise and advancing through various roles.

Extensive Tenure at Shell: From Engineer to Managing Director

Ojulari’s time at Shell Nigeria Exploration and Production Company (SNEPCo) was distinguished by transformative leadership. From 2015 to 2021, he served as the Managing Director, overseeing Shell’s deepwater assets, including the noteworthy Bonga oil field, which marks Nigeria’s inaugural deepwater project.

During his tenure, Shell’s deepwater operations experienced considerable growth, achieving production levels of up to 320,000 barrels per day. He implemented cost-saving initiatives that resulted in a 30% reduction in operational expenses and a 20% improvement in production efficiency. In addition to these operational advancements, he was instrumental in renegotiating production-sharing contracts and securing agreements for multibillion-dollar projects. His adeptness in navigating intricate regulatory frameworks and commercial negotiations was vital in attracting investment to Nigeria’s offshore oil sector, a crucial element of the national economy.

Before his role as Managing Director, Ojulari occupied key leadership positions within Shell, including Development Director at Shell Petroleum Development Company (SPDC) from 2010 to 2015, where he oversaw petroleum engineering operations across more than 100 oil and gas fields, managing projects with an aggregate budget of $700 million.

Further Insights

Following his tenure at Shell, Ojulari transitioned into the private sector, where he continued to affect Nigeria’s energy landscape. In 2021, he founded BAT Advisory & Energy Company Nigeria Ltd, offering strategic consultancy services to prominent oil and gas corporations. Additionally, he assumed the position of Executive Vice President and Chief Operating Officer at Renaissance Africa Energy Company in 2024, concentrating on sustainable energy solutions and business expansion.

His extensive experience in both corporate and advisory capacities uniquely equips him to lead NNPC during a period characterized by evolving global energy policies and increasing demands for reform within Nigeria’s petroleum industry. As the newly appointed head of NNPC, Ojulari confronts the formidable task of guiding the organization through Nigeria’s post-Petroleum Industry Act (PIA) reforms, addressing issues of oil theft, enhancing production output, and maximizing energy revenues for national development.
